Outstanding partly printed document boldly signed as president by John F. Kennedy and counter-signed by Secretary of State Dean Rusk at the conclusion of this 22.5" x 19" Presidential appointment. Dated November 29th, 1961. An appointment for Walt Whitman Rostow as a counselor of the Department of State. Overall in near-mint condition with document affixed to cardboard backing, expected corner wear & minor surface impressions. 

Rostow would climb the ranks during Kennedy's years as President, but really make an impact under the Johnson administration with his foreign policies in South-East Asia. Many of these policies paid off for America & served as a precursor to one of the most significant foreign policies adopted in recent memory with The Peoples Republic of China under the Nixon Administration.
