Choice document signed as president, one page, 15" x 19", April 26, 1902. President Roosevelt appoints William Baxter to the position of Naval Constructor with rank of Commander. Signed at the conclusion in a strong black ink by Roosevelt ("9-10"), and countersigned by Secretary of War. Some light uniform wrinkling throughout, otherwise this document stands well preserved and in overall fine condition, with the official blue seal still fully intact. An attractive and ornate document. Accompanied by a full Letter of Authenticity from PSA/DNA.
