Ultra-rare partially printed 21" x 16" document as president, December 6, 1899. McKinley appoints Elihu Root of New York to his cabinet as “Secretary of War.” Signed at the bottom by McKinley and countersigned by the acting secretary of state. In very good condition, with scattered creasing, handling wear to the edges & discoloration. Root would serve as Secretary of War for ten years between 1899-1909, for both the McKinley & Roosevelt administrations. Root would reform the organization of the War Department. He enlarged West Point and established the U.S. Army War College, as well as the General Staff during his time in office. An ultra-rare Presidential appointment for a multi-administration cabinet member!
