Signed document, 9" x 13", dated 1916. A Naval promotion certificate for L.R. Newell, a member of the Maine or Massachusetts naval militia, after Newell completed his coastal defense training aboard the battleship USS Kearsarge. SIgned at the conclusion in fountain pen, "Franklin D. Roosevelt," with Roosevelt also adding "Acting" next to his position. Document exhibits some staining and wear along the right edge as pictured, none of which affect's Roosevelt's super signature.
