Offered is an eerie, 8-1/2” x 14” document dated March 30, 1990 in which then-Arkansas Governor Bill Clinton sets an execution date for convicted murderer David Lee Starr. The proclamation reads, in part: “David Lee Starr was duly presented under proper proceedings…and after being tried in that Court by a duly empaneled jury was found guilty and his punishment fixed at death…Now, Therefore, I, Bill Clinton, by virtue of the power and authority vested in me by law as governor of the State of Arkansas, do hereby set April 25, 1990, as the day and date upon which the Commissioner (Director) of the Arkansas Department of Correction will carry into effect the judgment and sentence of the Phillips County Circuit Court by executing David Lee Starr at the place and in the manner prescribed by law.” Signed at the conclusion in black ink Clinton, and countersigned by his secretary of state. NM/MT, with a central horizontal fold and some a bit of light toning and creasing. The gold foil seal and ribbon are crisp and intact. Starr was convicted for the capital murder of a 76-year-old woman, but that conviction was later reversed by the 8th Circuit U.S. Court of Appeals. Accompanied by a full Letter of Authenticity from PSA/DNA.
