Partly-printed DS as president, dated March 15, 1902. President Roosevelt appoints J.W. Fogler as "the Notary Public for the District of Columbia." Boldly signed at the conclusion by President Roosevelt and countersigned by Attorney General Philander Knox. The gold seal affixed to the lower left remains intact. In fine condition with scattered surface impressions and handling wear, and some staining to the far right, not impeding the text of the document or the signature. Accompanied by a full Letter of Authenticity from Beckett Authentication Services (BAS).
